Title: Flagstaff Fire Department Pile Burning Permit Requirements

Program Description: Private landowners wishing to burn piles of debris resulting from fuel reduction activities must obtain a permit from the Flagstaff Fire Department. The landowner must also follow Department notification requirements and burning procedures.

The information needed to complete the permit form is brief -- the location, the number of and average size of piles, and the type of material to be burned. A copy of the Fire Department's Permit Requirements Form must be attached to the permit for the permit to be valid.

Open- Burning permit requirements prior to executing the burn include: 1) notification to adjacent property owners, 2) placement of signs if deemed necessary by the Fire Department, and 3) contact with the US Forest Service Dispatch, the local Fire Station and the City Dispatch prior to each day of burning.

During the burn a responsible individual must be onsite at all times, as well as the permit and hand tools for controlling fire. Other specifications in the permit requirements are: 1) burning is limited to vegetation (ie. no trash, tires, or hazardous materials), 2) ignition is limited to certain hours that vary according to the season, and 3) a source of water must be available including snow coverage that is not forecast to melt for at least two days following ignition. The owner will be directed to extinguish the fire should the Fire Department find that smoke or weather conditions pose an unacceptable risk.

The Open-Burning permit and permit requirements have been in effect since 1998. Landowners have not been very active in conducting pile-burning projects with five to eight owners on average burning each year.
